Project summary

The Tempus IV project "Western Balkan Rural Extension Network through Curriculum Reform" will address the deficiency and need for rural development curriculum reform in the Western Balkan region through the training, development, and implementation of rural development programs following 2 streams: formal and non-formal rural development education.

The WBREN consortium will achieve these ambitious objectives by engaging leading acadmics, researchers, and practicers from the European Union and Western Balkan region (specifically, Albania, Bosnia & Herzegovina, fYROM, and Serbia). Over the 3 year project period, the proposed consortium will be host to several intensive trainings and development workshops, with special focus on developing the capacities of current formal and non formal education providers. The final outputs of developing the capacities within these two streams will be the creation of the Specialization in Rural Development (formal education) and modular based rural development training programs (to be delivered through non formal education channels).

Ultimately, the synergies generated through these intensive and cooperative trainings will lead to a strengthened rural development network within the Western Balkan region (and thus, the creation of the Western Balkan Rural Extension Network). In this way, higher education institutions in the Western Balkan region can become the foundation from which sound and meaningful rural development policies shape the progress of its rural communities, while enhancing the ability of its emerging leaders to meet the demanding requirements for EU integration.

Objectives

1. To develop and improve the competencies of non-formal education professionals, who will create and deliver non-formal, modular based trainings to stakeholders in agriculture and rural development.
2. To introduce an interdisciplinary, ECTS compliant Certificate in Rural Development (CRD) program at lead Western Balkan Higher Education Institutions (HEIs).
3. Establish Center for Rural Extension (CRE) at lead Western Balkan Higher Education Institutions (HEIs) which support CRD program and outreach activities.
4. To increase regional cooperation in rural development and agriculture extension / outreach through the creation of the Western Balkan Rural Extension Network.

Abstract
Multidisciplinary Rural Studies Rural Studies is a multidisciplinary university network, which offers its students academic teaching in rural studies, does interdisciplinary master"s degree studies in the fi eld and develops teaching and research. The Rural Studies network considers it important that rural areas and towns can develop in sustainable and constructive interaction. Mutual activity between universities can broadly yield information, knowhow and expertise related to rural areas for national and international demand. The role of rural areas in the international distribution of work and in society is changing. The network is involved in the defi ning of the role and potential of rural areas as a part of the regeneration of Finnish society. The activity of the network itself is based on the equal academic partnership of the universities. The networked method creates versatile and extensive expertise that is the basis for high-grade rural teaching. It increases the effectiveness and visibility of rural research in Finland as well as in Europe. The Rural Studies network has been established in 2002. It consists of ten universities: Helsinki, Joensuu, Jyväskylä, Kuopio, Lapland, Oulu, Tampere, Turku, Vaasa and Åbo Akademi. The network has created a whole new educational entity and evolved into a signifi cant co-operative construction in the rural fi eld. The network has a Board of Executives, which has a representation from each university and from among the Rural Studies students. Ruralia Institute of the University of Helsinki is responsible for the co-ordination of the network.
